Before using the contents available on the official Kirov oblast Government Web-site, please, read the clauses of the given Notice. The use of the contents available on the official Kirov oblast Government Web-site is considered as the agreement to the following clauses:

1. The use of the contents (textual, graphical, audiovisual or any other), available on the official Kirov oblast Government Web-site (from here on - the Web-site) is liable to the adherence to all the clauses of the given Notice.
2. The contents available on the Web-site are to be exclusively used for non-commercial(personal, evaluative, educational, research and similar) purposes.

3. Copying or citation of the contents of the Web-site is permitted provided the reference to the source of the information (with the online mass-media it is the hyperlink to the corresponding Web-page having its unique URL) is explicitly made.

   Introduction of any alterations, additions or corruptions into the copied or cited information is not permitted.

4. The information resources accessible directly from the Web-site are in the state ownership of Kirov oblast if not stated otherwise by the legislation on information, informatization and information security. The mentioned information resources are in public domain and cannot be treated as confidential information to be protected under the State secret legislation.
5. If redirected by the Web-site's links to information resources of third-party organizations the guest leaves the Web-site. The Kirov oblast Government is not responsible for the authenticity and credibility of the information making up the information resources of third-party organizations as well as its up-to-dateness and the frequency of updating.
6. The design and structure of web-pages comprising the Web-site, as well as other elements being subject to the protection under the copyright and intellectual (commercial) property legislation of Russian Federation are not allowed to be duplicated (copied, imitated) completely or partially for the purpose of creation of other information objects on their basis or for any other purposes violating the above-mentioned legislation. Images, graphics, audio-video-contents are not allowed to be copied for subsequent placement on other web-sites (web-pages) or for distribution by copying them onto paper or magnetic media without prior permission from the Public Relations and Information-Analytical Department.
7. The Kirov oblast Government is not responsible for any adverse consequences resulting from the use of the information available on the Web-site. The contents of the Web-site are due to periodical updates. There may be misprints or other mistakes in the contents, however they are corrected as soon as found.
8. The rules regulating the document circulation in the Kirov oblast Government Administration are to be applied in all the cases of information exchange with the senders of electronic messages via interactive services of the Web-site.
9. Electronic messages placed in information sections (interactive services) of the Web-site may be deleted without prior notice.

10. Persons and organizations wishing to place a textual hyperlink or a graphical (a banner) one to the Web-site or to its separate web-pages are requested to notify the Public Relations and Information-Analytical Department at inform@atlasnet.ru.

    Only graphical elements provided by the Public Relations and Information-Analytical Department on demand are allowed to be used for graphical links (banners).

11. Persons and organizations placed hyperlinks to the Web-site for the purposes stated in clause 10:
    • are not allowed to change the standard look of the viewing software's (browser's) window or in some other way modify the presentation of the contents of the Web-site,
    • are not allowed to provide unreliable information regarding the placement of the hyperlink to the Web-site,
    • are not allowed to place informational or any other materials, which are not in compliance with the principles and objectives of the Web-site, onto web-pages having the hyperlinks to the Web-site.
12. Persons visiting the Web-site must observe other (not mentioned in the given Notice) legislative requirements of Russian Federation on state information resources.
13. Persons breaking the requirements of the given Notice are civilly, administratively and legally responsible under the legislation of Russian Federation.
14. The text and the clauses of the given Notice are subject to be revised or amended without prior notice. Currently the Notice of April 25, 2006 is in power.
