• to form a positive image of the Kirov oblast inside of Russia as well as abroad, to attract attention of political and business societies, of scientific and cultural communities to the region and the programs being implemented in it;
• to increase chances for public discussion of vital economical and social issues;
• to monitor public opinion and to locate the most socially-significant problems of the society.
